Given that the whole thing is the result of arcane interpretations of vague IOC rules, I have to say that it is all probably the result of the paying out of substantial amounts of honoraria to various fusty old guys with names like Javier. And probably a few hookers thrown in for good measure. Europeans are very sophisticated, you know.
